This folder is where in complete downloads of packages from Cydia and apt are stored. It is the equivent of a .crdownload in Google Chrome. For partials to work, the server distributing the package needs to support download resuming. After a partial is finished, it is moved to the parent directory (./..) before the installation proceeds.
