The Carrier Settings preference bundle appears in Apple Internal builds. It was first seen an a US T-Mobile iPhone 4 prototype by BGR. The Carrier Settings.bundle folder appears in Apple Internal builds, in /AppleInternal/Library/PreferenceBundles/ along with Internal Settings.bundle.
